Capitol Towers

Capitol Towers is a nine-story, 144 units, non smoking high-rise apartment community for the elderly and persons with disabilities. It was carefully designed and constructed to provide comfortable, apartment living for individuals aged 62 and older. All apartments are equipped Energy Star appliances consisting of electric ranges, frost-free refrigerators. The community has newly renovated kitchens, wall-to-wall carpeting and window blinds. With an updated hot water system and new building makeup air, the community is a safer, healthier, and more eco-friendly living environment. The monthly rent includes heat, water and electricity.

A full-time Resident Services Coordinator, who has been trained in areas related specifically to the elderly, provides help and support to our residents regarding any problems or concerns they may have with federal, state or local programs.

Capitol Towers is located in the heart of the Capitol District with easy on/off highway access. The site is conveniently located within walking distance of the State Capitol and Legislative Buildings, Bushnell Park and Bushnell Theater, as well as restaurants and shopping and public transportation and churches.

What type of housing is Capitol Towers? Is it low-income housing?

Capitol Towers is a mixed community. It offers 133 Project-Based Section 8 units, 10 Market units, and 2 Commercial units. Rent is calculated based on income.

Who pays the remainder of the rent?

The remainder of the rent is paid in the form of a subsidy for the Project-Based Section 8 units. If a resident qualifies for a subsidy, the Department of Housing and Urban Development (HUD), a U.S. government agency, will pay the remainder of the rent. The rest of the rent is either a voucher from Imagineers, Hartford Housing Authority, Manchester Housing Authority, or Vernon Housing Authority. Otherwise, if it is a market rate, unsubsidized unit, the resident pays 100%.

How is rent calculated?

Resident rent is based on approximately 30% of income. A good estimate of your rent would be to take 30% of your gross annual income and divide it by 12 months, minus any out-of-pocket medical expenses. This will give you an estimate of what your monthly rent could be.

What does the rent include?

Monthly rental of the apartment and all of the utilities, heat, electricity, water and trash.

Is there a lease?

Yes, there is a one-year lease.

How many apartments are there?

Capitol Towers has 144 residential units and 2 commercial spaces.

How big are the apartments?

Capitol Towers offers spacious one-bedroom apartments and two-bedroom apartments, all with handicap-accessible features. The one-bedrooms range from 448-506 square feet. The two bedrooms are approximately 728 square feet.

How do I get started with the move-in process?

Simply fill out an application completely, sign it and mail it to the address on the application.

Is there a waiting list for residency?

Yes, currently Capitol Towers has a waiting list. Please call for the approximate waiting time.

What is the Security Deposit?

The Security Deposit is the same as one month’s full rent. This deposit is due in full at the signing of the lease.

Do you allow pets?

Capitol Towers welcomes you to bring your pet along with you. We welcome a small dog or a cat. There is a limit of one animal (cat or dog) per apartment and there are certain size restrictions.

Is there additional storage space available?

There is no additional storage available outside of the apartments. Each apartment offers some storage space inside.

Is there an elevator?

Yes, there are two elevators located in the center of the building easily accessible by all residents, on all floors.

Is parking available?

Yes, Capitol Towers offers its residents the use of a large gated parking lot.

What is the cost of parking?

There is no cost for parking.

How many keys do I receive?

Residents receive a front-door key, a key to enter the building, an apartment key, a key to a locked mailbox for their apartment, and an access FOB if you have a parking spot.

Are there any planned activities?

Capitol Towers offers bi-weekly coffee hours for residents, a weekly exercise class, a community pool room, and a room with games and puzzles.

Are there on-site laundry facilities?

There is a laundry center at Capitol Towers, which contains five Smartcard washers and five Smartcard dryers. They are located on the lower level of the building.

What is the garbage/recycling process?

There is a garbage center on each floor of the building specifically for garbage/recycling purposes. Recycling bins are located on the lower level.

Is there any public transportation available?

Yes, currently the city of Hartford offers a public transit service. These services stop at the community and take residents to the grocery store, doctor appointments, etc. Capitol Towers also offers the “Dial-A-Ride” program, and every Wednesday Dattco will bring residents to the grocery store.
