Bethel Manor I, II, and Winona Shores
Bethel Manor and Winona Shores offer 159 independent living apartments providing affordable housing for income-eligible adults along the beautiful shores of Lake Winona. These apartments are subsidized through the U.S. Department of Housing and Urban Development (HUD), which covers a portion of the rent. Most utilities are included, and monthly rent is determined by 30% of your adjusted monthly income.

What type of housing is Bethel Manor I, Bethel Manor II and Winona Shores? Is it low income housing?
Bethel Manor I, Bethel Manor II and Winona Shores is a subsidized housing community for older adults age 62+ . Rent is subsidized by the U.S. Department of Housing and Urban Development (HUD). After income eligibility requirements are met the tenant’s rent is based on 30% of the adjusted monthly income.
Who pays the remainder of rent?
The remainder of the rent is paid by HUD if a resident qualifies for a subsidy.
How is rent calculated?
Resident rent is based on approximately 30% of your adjusted monthly income (Gross income minus medical expenses). A good estimate of your rent is to take 30% of your adjusted annual income and divide it by 12 months.
What does the rent include?
Monthly rental of the apartment includes most utilities such as electricity, heat, water, sewer, and garbage. Bethel Manor and Winona Shores also offers plenty of outdoor space including, nature trails along the shoreline, patios, benches, garden boxes and much more.
Is there a lease?
Yes, there is a one-year lease. Once fulfilled it’s renewed month to month.
How many apartments are there?
Bethel Manor I has 63 1-bedroom apartment homes.
Bethel Manor II has 69 1-bedroom apartment homes.
Winona Shores has 27 1-bedroom apartment homes.
How big are the apartments?
Bethel Manor I offers spacious one-bedroom apartments, as well as three-accessible apartments for the mobility impaired. These one-bedroom apartments and accessible apartments are approximately 480 square feet.
Bethel Manor II offers spacious one-bedroom apartments, as well as seven-accessible apartments for the mobility impaired. These one-bedroom apartments and accessible apartments are approximately 575 square feet.
Winona Shores offers spacious one-bedroom apartments, as well as two-accessible apartments for the mobility impaired. These one-bedroom apartments and accessible apartments are approximately 540 square feet.
How do I get started with the move in process?
Simply fill out an application completely, sign it and mail it to the address on the back of the application.
Is there a waiting list for residency?
Yes, currently Bethel Manor I, Bethel Manor II and Winona Shores have a waiting list. Please call for the approximate waiting time.
What is the Security Deposit?
Bethel Manor I Security Deposit is equal to one month’s full rent. Bethel Manor II and Winona Shores Security Deposit is the greater of one month’s full rent or $50. This deposit is due at the signing of the lease.
Do you allow pets?
Bethel Manor I, Bethel Manor II and Winona Shores allow pets (small dogs and cats). There will be a pet deposit and registration paperwork required prior to your pet living with you. There is a limit of one animal per apartment as well as size and breed restrictions.
What is the Pet Deposit?
The pet deposit requirement is $300. You are allowed to make payment arrangements for this deposit. The initial deposit is $50 and then you may make monthly payments thereafter of $10 until the deposit is paid in full.
Is there additional storage space available?
Bethel Manor I and Winona Shores have extra storage. Bethel Manor II has a walk in storage room in the apartment.
Is there an elevator?
Yes, there are elevators in all 3 buildings (Bethel Manor I, Bethel Manor II and Winona Shores).
Is parking available?
Yes, Bethel Manor I, Bethel Manor II and Winona Shores offer its residents free parking in the parking lot near 10th Avenue W. There is also adequate parking for visitors and guests located near the entrance of Bethel Manor I and Bethel Manor II.
What is the cost for parking?
Parking is free.
How many keys do I receive?
Residents will receive apartment, mailbox and building entry door keys. Our main entrances are intercom-controlled.
Are there any planned activities?
Bethel Manor I, Bethel Manor II and Winona Shores provide one monthly calendar that shows social events and activities happening throughout our buildings. This may include bingo, card games, coffee hour, presentations and parties.
Are there on-site laundry facilities?
Bethel Manor I, Bethel Manor II and Winona Shores each have a laundry facility located in their buildings. The machines are coin operated and a front load washing machine is available in each laundry facility.
What is the garbage/recycling process?
Bethel Manor I has a garbage chute which is available to Bethel Manor II and Winona Shores residents. Bethel Manor I, Bethel Manor II and Winona Shores also have access to outdoor dumpsters and recycling containers.
Is there any public transportation available?
Yes, Rainbow Rider’s bus system is available as well as local taxi services.
