Cardosa Village is a community for persons with psychiatric disabilities and their children. Twenty-one (21) one, two, and three-bedroom apartments are located in a five-building complex on 1.7 acres in a Colonial-style setting, landscaped walkways, a tot lot, a picnic area, and a community room where families can enjoy educational and recreational activities.
Transitional Living and Community Support, Inc. provides information and referral, outreach services, independent living skills training, and community support services to the residents.
Our community actively participates in RHF’s Project H.A.N.D.S.
A Social Service Coordinator is available for residents’ personal needs.

What type of housing is Cardosa Village? Is it low-income housing?
Cardosa Village is a subsidized housing community for persons with psychiatric disabilities and their families.
The term “subsidized housing” means that the rent is based on income. A resident of the community pays approximately 30% of their income as rent.
Who pays the remainder of the rent?
The remainder of the rent is paid in the form of a subsidy. If a resident qualifies for a subsidy, the Department of Housing and Urban Development (HUD), a U.S. Government Agency, will pay the remainder of the rent.
How is rent calculated?
Resident rent is based on approximately 30% of income. A good estimate of your rent would be to take 30% of your gross annual income and divide it by 12 months. This will give you an estimate of what your monthly rent could be.
What does the rent include?
Monthly rental of the apartment, as well as heat, water and an electric allowance. An electric allowance is a certain amount taken off of the resident’s rent payment meant to help the resident pay the electric bill. The allowance amount is based on average usage for the apartment and may change annually. Residents will also receive an electric bill, but the allowance is intended to help pay for it. Residents may still be eligible for energy assistance from the state.
Is there a lease?
Yes, there is a one-year lease, but we understand the necessity of unanticipated move-outs.
How many apartments are there?
Cardosa Village has 21 apartments.
How big are the apartments?
Cardosa Village has one-bedroom apartments which are 540 sq. ft., two-bedroom apartments which are 800 sq.ft., and three-bedroom apartments which are 1,018 sq. ft.
How do I begin the move-in process?
Simply fill out an application completely, sign it, and mail it to the address on the back of the application.
Is there a waiting list for residency?
Yes, currently Cardosa Village has a waiting list. Please call for the approximate waiting time.
What is the Security Deposit?
The Security Deposit is the same as one month’s full rent (before the electric allowance) with a minimum of $50. This deposit is due in full at the signing of the lease.
Do you allow pets?
Cardosa Village welcomes you to bring your pets along with you. Fish and birds are welcomed without a deposit. We also welcome small dogs and cats with a pet deposit. There is a limit of one animal (cat or dog) per apartment and there are certain size and breed restrictions.
What is the Pet Deposit?
The pet deposit will not exceed $300. We can make payment arrangements for this deposit.
Is there additional storage space available?
There is additional storage available, however, each style of the apartment offers a large amount of storage space.
Is there an elevator?
No, second-floor apartments are only accessible by stairs.
Is parking available?
Yes, Cardosa Village offers its residents the use of parking spaces inside our gated community.
What is the cost of parking?
There is no cost for parking.
How many keys do I receive?
Residents receive an apartment key, a key to a locked mailbox for their apartment, and an access key to the main entry. Our main entrances are intercom controlled and automatically open with the key.
Are there any planned activities?
Cardosa Village prints a monthly calendar showing the dates and times of various activities. Monthly activities include wellness groups, pot-luck meals, Java Jam, arts & crafts, and knitting/sewing for our Project H.A.N.D.S. program. Outside excursions to cultural events, the state fair, Apple Hill, and other activities.
Are there on-site laundry facilities?
There is one laundry center at Cardosa Village. Each contains four coin-operated washers and four coin-operated dryers with folding and hanging areas. It is located right off the community room by the play area.
Is there any public transportation available?
Yes, a city bus that will take you to the light rail line, located only two blocks away from our community. The light rail line will take you into the city of Sacramento and other points of interest.
