RHF is excited to introduce a new community to Southern California: Congregational Place, located in Chula Vista. Currently under construction with a scheduled completion date in early 2026, this community will feature 55 one-bedroom apartments for individuals age 55 and above. This convenient location offers easy access to the bus, metro, or shuttle, and it’s close to shops and restaurants of “Old Town” Chula Vista.
The first floor of the community will house the mail room, laundry room, manager’s office, reception area, and service coordinator’s office. The first floor will also house San Ysidro Health, which will operate a Program of All-Inclusive Care for the Elderly (PACE) that provides preventive, primary, acute, and long-term care services to help older individuals continue living in the community.
As part of our ongoing effort to ensure residents can age in place, half of the apartments on floors 2-7 will be accessible for persons with mobility impairments, and a small percentage will be designed for the visually and hearing impaired.
Rental fees range from $930-$1,860 per month. Rents are income-restricted and subject to eligibility and verification in accordance with the Low-Income Housing Tax Credit (LIHTC) program guidelines.

What type of housing is Congregational Place? Is it low-income housing?
Congregational Place is a subsidized housing community for seniors age 55 and over. The term “subsidized housing” means that the rent is based on income. A resident of the community pays approximately 30% of their income as rent.
What does the rent include?
Rent includes the monthly rental fee for the apartment, as well as hot water and trash. A utility allowance of $75 is the allowance that is deducted from the resident’s rent payment (meant to help the resident pay the utility bills). The allowance amount is based on average usage for the apartment and may change annually. Residents will receive two utility bills (electric and gas). The allowance is intended to help pay for these bills. Residents may still be eligible for energy assistance from the state.
Is there a lease?
Yes, there is a one-year lease, but we understand the necessity for unanticipated move-outs.
How many apartments are there?
Congregational Place has 55 one-bedroom apartments.
How big are the apartments?
Congregational Place offers spacious apartments that measure 521 square feet, all with accessible features as well as a few apartments designed for the sensory/mobility impaired.
How do I get started with the move in process?
Simply fill out an application completely, sign it, and mail it to the address on the back of the application.
What is the Security Deposit?
The Security Deposit is the same as one month’s full rent (plus the $75 utility allowance). This deposit is due in full at the signing of the lease.
Do you allow pets?
No pets are allowed at Congregational Place.
Is there any public transportation available?
Yes, the city of Chula Vista has a public transit system. These services stop at our door and can take residents to the grocery store, doctor appointment, department stores, local restaurants, and other locations.
